Once the investigation is completed by PSIO, it is assigned to a staff safety specialist for evaluation. The tradesman analyses the information and, if necessary, conducts further studies or interviews. It is recommended that a certificate of favourable aptitude be granted or refused. THE PSIO informs the coordinating office of its recommendation. The coordinating office verifies and works with PSIO to make a final decision. The NBIB`s Federal Investigations Processing Center (FIPC) accepts requests for investigation, processes applications through an automated system, and serves as an entry point for business and operational matters. Agencies can contact FIPC for assistance in ordering investigations, access to NBIB`s automated systems, or information on NBIB`s investigative policies and procedures. The in-depth survey requested for employees with moderate, low-risk and non-sensitive positions is a National Agency Check with Written Inquiries (ENAI). The ENAI is carried out by OPM.

This investigation covers a five-year area that includes an FBI fingerprint check, investigation review and files, the OPM Security Index and Investigations Index, national credit bureaus and related military records, written requests to law enforcement, former employers and superiors, personal references and schools. NBIB and other members of the personnel security community conduct official business, communicate and work together in a secure and encrypted environment known as the NP2 security portal. The secure portal NP2 can be used for the exchange of uncontrolled unclassified information, including sensitive but unclassified information (SBU), such as information from the Data Protection Act and Personal Data (PII). Community members with access to the portal can send and receive emails, verify and download documents, and access information about NBIB products and services. In addition, the portal serves as a gateway to automated systems (e-QIP, PIPS and CVS). NP2 access is limited and only by invitation. An agency`s security office is responsible for obtaining full investigative reports from the NBIB, monitoring Agency cases, and establishing fitness and safety rules for persons under investigation for employment. Each security office is issued with a unique four-digit alphanumeric identifier from NBIB, the Security Office Identifier (SOI), which is used to identify the administration officer who receives case results, data or other information from NBIB. Security offices are responsible for the appointment of security office staff (authorized contacts) who can contact NBIB for SII data (detailed case information). Only these “authorized contacts” approved by the NBIB can obtain detailed case information. Authorized contacts must be able to answer the identification questions posed by the telephone line before providing information. The revision of the Special Agreement Check, which is a limited investigation (or a number of controls) that is carried out only as part of a special agreement between OPM and an agency.

The SAC offers an alternative procedure that allows IS to obtain searches specifically tailored to its specific needs and includes: Security Agency Checks, FBI National Criminal History Checks and Law Enforcement Checks.
